Can't Make Calls but Data Works: How to Fix It

Moderate~10 miniOSAndroid

Diagnose and fix the problem when mobile data works but calls won't connect.

This one feels backwards. Data is the complicated part, calls are the simple part, so how can data work while calls don't? The answer is that modern calls aren't simple at all anymore, and the usual cause is a setting most people have never heard of.

The most likely cause: VoLTE

For years, calls travelled over old 2G and 3G networks while data used 4G. Carriers have now largely shut those old networks down and moved calls onto 4G using VoLTE, Voice over LTE.

The consequence: on a network that's retired 3G, a phone without VoLTE enabled has perfectly good data and no way to make a normal call. This is far and away the most common reason for "data works, calls don't," especially on older or imported phones.

The fix is to enable VoLTE:

  • iPhone: Settings > Cellular > your line > Voice & Data, then turn on VoLTE or LTE.

  • Android: Settings > Network & Internet > SIMs or Mobile network, then enable the VoLTE toggle.

If the toggle isn't there at all, your phone may not support VoLTE on your carrier, or it needs a carrier settings update. Our guide on what VoLTE is explains the compatibility side.

Other things to check

If VoLTE is on and calls still fail:

  1. Update carrier settings. On iPhone, Settings > General > About will prompt if an update is waiting. On Android, a system update sometimes includes it. Outdated carrier settings break calling on otherwise-fine phones.

  2. Turn Wi-Fi calling off and on. If Wi-Fi calling is misbehaving, it can intercept calls and fail them. Toggling it resets the behaviour.

  3. Check network selection. In mobile network settings, make sure network selection is set to Automatic, not locked to a specific network it can't reach for voice.

  4. Reset network settings as a reliable catch-all if the above don't land.

When it's not the phone

If none of that works, confirm the basics that no setting can override: the line is active and in good standing, the phone is unlocked and compatible, and you're not in a spot with data coverage but no voice service. If calls fail everywhere and across all these checks, contact your carrier, because the provisioning on their end may need fixing.

Frequently Asked Questions

Why would data work but not calls?
Data and voice can travel over different parts of the network. The most common cause today is VoLTE: as carriers shut down old 3G networks, calls now ride 4G, and a phone without VoLTE enabled can have working data but no way to place a call.
Is this a SIM problem or a phone problem?
Usually a settings or compatibility issue, not a dead SIM, since the SIM is clearly working for data. The fix is most often enabling VoLTE or updating carrier settings rather than replacing anything.
