Italy has four networks, and a price war that's been raging for years. TIM, Vodafone, and WindTre were the established three until Iliad landed in 2018 with cheap, no-nonsense plans and forced everyone to compete. Italian mobile deals are some of the most generous in Europe as a result — large data allowances for not much money.
TIM, the former state operator, has the broadest network and tends to win on rural and southern coverage. Vodafone is strong nationally and often tops urban speed tests. WindTre, formed from the Wind and Tre merger, has a wide footprint too. Iliad built its own network quickly and roams on a partner where it hasn't reached yet, so check its standalone coverage if you live somewhere remote.
The budget brands worth knowing are the operators' own fighter labels. ho. Mobile is Vodafone's, and Very Mobile is WindTre's. These are MVNOs in everything but name: same network, lower price, online-first support. They exist mainly to win back customers tempted by Iliad's pricing.
The Iliad effect
If you want the clearest read on Italian mobile, look at Iliad. Its flat, transparent pricing — one plan, no hidden hikes after a few months — is exactly what the incumbents used to avoid. The big three responded with fighter brands like ho. and Very precisely to compete without cutting their flagship prices. For a consumer, that rivalry is pure upside.
Coverage notes
TIM is the safe pick for the south, the islands, and rural areas. In Rome, Milan, Florence, and the main tourist circuits, all four networks are fine, so chase the best data deal. One quirk: signal in the mountains and along some rural train lines can drop on any operator, so don't expect miracles off the beaten track.
eSIM and switching
All four networks support eSIM on modern phones, and the value brands increasingly do too. Porting keeps your number and is free; you'll need your current SIM's ICCID and a tax code (codice fiscale) to activate a new Italian line. EU roaming rules mean an Italian SIM works at home rates across the bloc.
